Assuming the ICC is neutral on this topic, the question is then one of individual morality. Does the ECB have what it takes or will they simply rationalize their indecision?
Fantastic article. One point from me - the first step is always the biggest step to take, and others find it easier to follow that first step. Can that first step more likely be taken from pressure or from courage?
